I'd even go as far to say that the difference is pretty minimal between subcultures like Emo, Punk, Grunge, etc. Sadly, it seems that "gang" continues to be a completely ephemeral concept. Most of these anti gang laws are bad police work at best and laziness and a disregard for the law at worst. I agree "individuals" who do the crime are responsible for that crime.
